As the case stands now, I have very grave doubts whether I can again efficiently, and, without risk of breaking down, discharge the duties of my Office. Even if I can do this, I am clear that it will not be possible for me to continue to discharge concurrently with those duties the other pressing duties of Commandant of the Volunteer Corps and Commissioner for the new Edition of the Statute Laws. I am within the mark in assuring Your Excellency that the great amount of over-time work, done chiefly at night, on this last mentioned undertaking has, in my opinion, had much to do with the present break down.
6. I wish then to propose to Your Excellency that one of the two following courses should be taken on my return to Hongkong, namely, either that I should be retired on pension on Medical Certificate - if a Medical Board thinks it a case for such a certificate - that I should be granted leave of absence until 29th May next, with a view to my retirement on pension at that date. The latter of the two courses is the one which I should personally prefer. In the former case, I will ask that some six months be added to my service so as to make it one of six years; in the latter case, I will ask that the leave be on half-pay. Each of these indulgences is asked for on the understanding and pledge that I will, between October and May, or at any rate the end of June, complete the new Edition of the Statute Laws. I have not left myself strength to acquaint Your Excellency how this work stands, but for a reference can be made to the Government Printers, if necessary, for that purpose. I will only say that about one-third of the literary work is done and that I think there would be little difficulty in making arrangements for the completion by me of the work.
7. I shall be much obliged if Your Excellency will acquaint the Secretary of State with this matter at an early date, and will also ask for the favour of an answer by telegram, so that a settlement of the question may be possible by October.
